What I Did: I was working on this for my daughters second birthday. There aren’t any directions besides the photos, but it looked pretty clear. I used colored cones, and used a little less batter in the cones in case they rose too much. As soon as they started to rise, they tipped (granted I didn’t cut exact circles, but they were pretty stable). I walked away for 5 minutes, and came back to that monstrosity.

My Result:
I’ve done this many times for birthdays. I’ve never once had that problem. Try looking on a betty crocker website. Only tip I can give you is to watch like a hawk until golden brown and ONLY fill to the bottom of that large part of the cup.
I’ve done this successfully and just lined the cones in a baking dish. By putting them close enough to eachother, they don’t tip. And DEFINITELY don’t fill them as far as you think you need to
It also looks like your oven temp may be inaccurate ’cause those are waaaaay underdone. The only way they would be wet enough to “melt” the cones is if your batter was too wet or your oven is cooking too slow. Try getting and inexpensive oven thermometer and checking it. It’s fairly comment that the temp mechanism fails over time.
