What I Did: Not enough icing????

Yes, more icing, bigger pipe and the cupcakes closer together (where possible)
In addition to what Munch said, it looks like they frosted after putting the cupcakes into the dress configuration. That way they could make all the frosting merge together (instead of having gaps between the round tops).
They also put dabs of icing between the cupcakes to fill in the holes.
What you did was spread the icing on separately (im assuming ) what you need to do is put them all together in the shape that you want and ice them.
